In Ljarskogar there is a stone where elves live. The following notice was spread by Reuters, the prestigious news agency, in 1995:

In this town, elves are considered citizens with recognised civic privileges. They have right to veto decisions about new constructions; if any construction pass through an elf lair, elves protest in the form of mechanical problems or accidents. When this happen, an elf-medium (a human who can contact elves) is consulted and the construction is re-routed to bypass the elf lair.
